Of course! Had to put up with them for 12 years when I lived and worked in downtown Sacramento. Thanks to then-Governor Regan who closed all the mental hospitals, we had a deluge of homeless folks. They would sleep in the parks all day and troll the streets at night. Most of them needed medication and counseling, not handouts! |
